Boise Idaho Certified Family Homes
In the State of Idaho, Adult Foster Homes are
referred to as "Certified Family Homes".
Governed by the State of Idaho Department
of Health and Welfare, a Certified Family
Home (CFH) is defined as: "a private
residence where one or two adults who are
elderly, have a mental illness, a physical
disability or a developmental disability live in
a family-home environment.
Certified Family Homes provide a safe,
home-like environment where residents can
direct their own care and live in a community
of their choosing. Families who provide such
care share their homes and families with
adults who are unable to live alone."
Certified Family Homes may apply for an exception waiver, allowing them to provide housing for
up to 4 residents. (When a Certified Family Home is granted a 4-resident waiver, the care
providers cannot have any other job other than to manage the home and provide care for the
residents.)
The most recent census data indicates there are over 1800 Certified Family Homes in Idaho;
certification is granted by the Idaho State Department of Health and Welfare. CFH certifications
are valid for 12 months. Home inspections are conducted upon application for certification, then
12 months after certification. After the second home inspection, the CFH is placed on a
24-month inspection cycle.
Certification Rules

Every Idaho household applying for Certified Family Home (CFH) certification must comply with
the following:
  • Attend a formal CFH orientation
  • Read and understand CFH rules
  • All providers must have 8 hours of relevant training (4 hours of classroom training and
    another 4 hours of either independent study or classroom training)
  • Complete Criminal Background Check and fingerprinting for all provider household
    members and employees 18 years of age or older caring for residents. (CFH residents
    themselves are exempt from background check requirements)
  • Each household member and employee caring for residents must have a current CPR
    and First Aid Course certification and take the Basic Medication Awareness class
  • Submit the home to Home Inspections (where applicable):
  • Water Test Results (for private wells)
  • Receipt for Pumping of Septic Tank
    (every 3 years)
  • Receipt for Fuel-Fired Furnace
    Inspection
  • Receipt for Fireplace/Woodstove
    Inspection
  • Receipt for Servicing/Purchase of
    Fire Extinguishers
  • Resident Bedrooms Minimum of 100 sq. ft.
  • Functional Smoke Detectors in All
    Sleeping Rooms
  • Manufactured Homes Less Than 18
    Years Old
  • Cleanliness and Orderliness Throughout
  • Provide Proof of Homeowners Insurance
  • Bedroom Windows at Least 22" x 22" and
    Not More Than 44" From the Floor

The State of Idaho tightly controls the placement process for all of the state's certified family
homes. Since 2007, all non-emergency Certified Family Home (CFH) placements are
required to be pre-approved by the Idaho Department of Health and Welfare.
Regardless of resident payment method (Developmental Disability Waiver, Aged and Disabled
Waiver, private pay, etc.) an Idaho Department of Health and Welfare Regional CFH Specialist
must be involved before placement to evaluate the needs of the resident and the ability of the
proposed certified family home to meet those needs.
