indentThe State of Florida Agency for Health Care Administration (AHCA) has established regulatory provisions for a rather unique classification of home care services aimed predominately at the senior citizen community: Homemaker Companion Services.

Definition of a Homemaker Companion Service

indentThe State of Florida defines a Homemaker Companion Service as "any organization that provides companion services or homemaker services and does not provide a home health service". Furthermore, the AHCA defines a companion or sitter as a "person who spends time with or cares for an elderly, handicapped, or convalescent individual and accompanies such individual on trips and outings and may prepare and serve meals to such individual. A companion may not provide hands-on personal care* to a client".
(*Personal Care is defined in State of Florida law as "assistance to a patient (or client) in the activities of daily living, such as dressing; eating; personal hygiene; and assistance in physical transfer or ambulation; and in administering medicines".

Homemaker Companion Services Guidelines and Regulations
• Services may not include hands-on personal care

• No state license is required for a Homemaker Companion Service; however, the service must register with the State of Florida AHCA

• The State of Florida does not require Homemaker Companion Services to carry insurance

• There is a formal process for filing complaints about a Homemaker Companion Service with the AHCA; Homemaker Companion Services are required to inform their clients of their right to issue complaints and provide a list of the applicable phone numbers for making such reports

Homemaker Companion Services are required to obtain and verify employment history of persons who are employed or contracted by them to have contact with agency clients

Background Screening

Homemaker Companion Service administrators, managers, homemakers and companions are all required to submit to background screening. Administrators or managers must sign an affidavit annually stating all personnel hired or contracted by the service have been properly screened.
