The State of Florida describes an Assisted Living Facility (ALF) as a facility designed to provide personal care services in the least restrictive and most home-like environment possible.

Administrator and Management Requirements

indent Administrators or managers of Florida Assisted Living Facilities (ALF) must:
  • Be at least 21 years of age
  • Possess a high school diploma or general equivalency diploma (G.E.D.)
  • Complete ALF core training requirements (26 hours minimum) and pass a competency test
  • Participate in 12 hours of continuing education every 2 years
Staff Requirements

indent Staffing standards for Florida Assisted Living Facilities (ALF) do not specify a minimum age requirement, although various prohibitions built into Florida child labor lawas makes the prospect of ALF staff members being under the age of 17 unlikely. Baseline Florida ALF staff requirements and regulations include:
  • Newly-hired staff members have 30 days from date-of-hire to submit a statement from a health care provider verifying that the staffer does not have any signs or symptoms of a communicable disease, including tuberculosis
  • All staff members shall be assigned duites consistent with level of education, training, preparation and experience
  • Staff members providing direct care to residents (other than licensed nurses, registered CNA's, or home health aides) must receive a minimum of 1 hour in-service training in facility operational procedures (reporting major incidents, emergency procedures, etc.); another 1 hour in-service training on the subjects of resident rights and the recognition and reporting of resident abuse, neglect or exploitation
  • First Aid and CPR Training is not a requirement for all staff members, but every Florida ALF must have at least one staff member who holds a currently valid First Aid and CPR card in the facility at all times
  • Staff members authorized to assist with self-administered medication, food service and various other specialized duties are required to participate in appropriate duty-specific training regimens (Check with the Florida AHCA for details)
Background Checks

indent The State of Florida Background Screening Section conducts criminal background checks for all health care providers licensed by the AHCA.
  • Florida ALF Administrators and Managers must be in compliance with Level 2 background screening standards
  • Florida ALF Staff Members must submit to a Level 1 criminal history screening within 10 days of hire
Services and Amenities

indent All Florida Assisted Living Facilities (ALF) must provide residents with the following:
  • Personal Supervision appropriate for each resident
  • Ongoing activities programs in keeping with each resident's needs, abilities, and interests
  • Scheduled activities at least 6 days per week for a total of not less than 12 hours per week (television viewing is not considered an activity to meet this requirement)
  • Arrangements for health care in the form of assisting residents in making appointments and providing appointment reminders
  • Arrange or provide transportation to needed appointments
  • Offer assistance with Activities of Daily Living (ADL) as needed by each resident
  • In facilities where meal service is part of the amenities package, compliance with State of Florida dietary standards is required. Facilities with 17 (seventeen) or more residents must have their menus reviewed annually by a registered dietitian or licensed nutritionist. Applicable county health department rules pertaining to hygiene, perparation and storage practices must be observed at all times
