Colorado Springs Non-Medical In-Home Care Agencies
(Personal Care Services Agencies)
The State of Colorado categorizes Home Care Agencies into two classes:
  • Class A: Skilled Health Care*
  • Class B: Personal Care Services
Licenses for either In-Home Care Service classification are granted by the Colorado
Department of Public Health and Environment; licenses for both classifications are valid for one
year. Upon initial application for a Home Care Agency license, the state will conduct an on-site
inspection of the agency offices to evaluate application and associated documents and
conduct interviews with owners, administration and staff.
Renewal applications are also addressed  with an on-site evaluation, during which the
preceding year's occurrence reports, compliance history, compliant reviews, plans of correction
and other associated materials are reviewed.
A Class A Skilled Health Care Agency may also provide Personal Care Services as one option
from their suite of services.
Criminal History Checks

Owners, Applicants and Licensees must provide a complete set of fingerprints to the CDPHE,
which forwards them to the Colorado Bureau of Investigation; from there criminal history
checks are conducted against both CBI and FBI databases. No license shall be issued if the
owner, applicant or licensee has been convicted of a misdemeanor or felony that the CDPHE
considers inappropriate for and inconsistent with the health, safety and welfare of Home Health
Care consumers.

Home Care Agency Employees seeking employment with either classification of Home Care
Agency must submit to a criminal history check which must be conducted not more than 90
days prior to the employment of the individual. It is the Home Care Agency's responsibility to
create and implement standards regarding employment of an individual who has been
convicted of a misdemeanor or felony to ensure the health, safety and welfare of the consumer.
In-Home Non-Medical Personal Care Agency Services

A Personal Care Service Agency (more commonly known as a Non-Medical In-Home Care
Service) in Colorado is licensed to provide consumers with a variety of non-medical services at
their place of residence. These services include, but aren't limited to, assistance with Activities
of Daily Living; grooming and bathing assistance; light-housekeeping and linen changes;
errand-running and escort transportation; meal preparation; medication reminders; transfers;
and protective oversight. For a complete overview of permissible Personal Care Agency

Personal Care Agency Management Requirements

The Colorado Department of Public Health and Environment requires every licensed Personal
Care Agency to have an Agency Manager. To be an Agency Manager for an in-home care
agency, the following prerequisites must be met:
  • Be at least 21 years of age
  • Possess a minimum of a high school diploma or GED
  • Have at least one year of documented supervisory experience in managing personal   
    care services personnel
  • Possess adequate written and verbal communication skills for interface with staff,
    consumers and their family members
  • Successfully complete an 8-hour agency management training program (additional
    annual training of at least 12 hours is required thereafter)

Personal Care Agency Supervisor Requirements

Agency Supervisors must be at least 18 years of age and have appropriate training in the
home care industry.

Personal Care Workers Requirements and Training

Agency personal care workers must have either completed agency training or have verifiable
experience in providing home care services to consumers and pass a competency evaluation.
Initial competency requirements include:
  • Hand-washing and infection-control techniques
  • Services allowed to be provided by personal care workers
  • Emergency response policies and procedures
  • All aspects of guaranteed consumer rights
