Residential Care Facilities for the Elderly
The State of California licenses and regulates
Residential Care Facilities for the Elderly
(RFCE) through the California Department of
Social Services (CDSS); the State of California
defines an RCFE as "24-hour residences that
provide assistance with activities of daily living,
meals, laundry, and dispensing of
medications"
. There are over 8000 RCFE's in
California. RCFE's featuring six beds or less
are often referred to as "Adult Care Homes" or
"Board and Care Homes"; RCFE's with more
than 6 beds are generally referred to as
"Assisted Living Facilities". All are licensed and
governed by the CDSS regardless of size.
RCFE Administrator Requirements

RCFE Administrators in the State of California must meet the following prerequisites:

  • Be at least 21 years of age
  • Possess a minimum of a high school diploma or a GED equivalent - and -
  • Facilities of 7-15 Residents: Also have a year of residential care experience
  • Facilities of 16-49 Residents: Also have completed with a passing grade 15 college or
    continuing education units and have a year of residential care experience
  • Facilities of 50+ Residents: Also have completed with a passing grade 60 college or
    continuing education units and have 3 years of residential care experience, one of those
    years being spent providing direct care to residents
  • ALL RCFE administrators, regardless of facility size, must earn a certification status
    which is attained by first taking a state-approved "Initial Certification Training Program",
    then a written test and also submitting to a criminal background check

RCFE Staff Requirements

The State of California Department of Social Services' regulations regarding RCFE staff
requirements are a little vague, but fundamentally, California RCFE's are required to "employ
staff as necessary to ensure provision of care and supervision to meet client needs".
All RCFE employees who come in direct contact with residents must pass a criminal background
screening. All medical professionals or paraprofessionals must hold a current valid license or
certification applicable to their profession or specialty.
Service providers contracted by RCFE residents are exempt from the criminal background
check requirement. However, RCFE's are permitted to require criminal background checks for
all contracted service providers who come in contact with residents as a matter of policy.
